SE Uplift Neighborhood Coalition is one of seven coalitions in Portland supporting ninety-four neighborhoods, with twenty neighborhood associations and eleven business associations under one umbrella of support. Southeast Uplift was created as a program designed to help cities deal with inner-city problems. It began in 1969 when two citizens organized with other SE neighbors to resist against a freeway that was proposed to be built through mostly residential SE Portland.
