Head's up! if you're considering doing an ADU project in the next year you should get started ASAP.
The City of Portland extended the fee waiver for new Accessory Dwelling Units (ADU's) back in November of 2012. That was a great move by the Bureau of Development Services (BDS) to encourage alternative densification strategies in these times of population growth. Unfortunately, the extension expires on July 31st, 2016... If the fee waiver is not extended again, System Development Charges (SDCs) for new ADU's will jump up in cost.
SDCs are charged per bureau based on various factors so there is the potential for increased charges from the Bureau of Environmental Services, Portland Parks & Recreation, Portland Bureau of Transportation, and the Portland Water Bureau. You could save yourself thousands of dollars of fees in the form of SDCs by getting your plans permitted by the end of July 2016. Which means you probably want to submit your project for review to the city long before taking into account long BDS review times.
